That is proof of somebody with access to a government website posting some vague claims. To be precise - the NSA posted the documents in response to a Freedom of Information (FOI) request dating back to 1980. The research papers are not vague, rather they appear to be published by the NSA themselves.

Yes I noticed this too. I am suspicious the response from the public to the FOI requested documents may have resulted in the NSA reviewing the merits of their disclosure.
