It is but Hindi is the most widespread language used in the populace and second is the regional language. English is only actively spoken by the educated elite. If you watch Indian talkshows that are in English, about half of the guest speakers choose to speak in Hindi.

I went to "special schools" in the 1960s and early 1970s. Never heard of the term "spastic school."

They were called "schools for the emotionally disturbed" or something similar.

She uses it on herself (something that was fashionable when she was younger) in a self-deprecating way. Like "I spazzed out" or "I was such a spazz".

when i am calumnied in that way, it's just noise from noisy people, when i hear 'em call me that. said noisy peoples prolly don't even know how to wipe themselves properly.
