Melbourne University Professor Michael Wesley says the prime minister is “aligning himself” with Joe Biden’s foreign policy agenda by insisting liberal democracies need to cooperate more intensively than they have in three decades.

Prime Minister Scott Morrison made the comments during a major foreign policy speech ahead of his trip to the United Kingdom for the G7+ talks with other world leaders.

Mr Morrison said “an active cooperation among like-minded countries and Liberal democracies, not seen for 30 years” was required to maximise regional and global stability.

“This is the new agenda isn’t it, it’s very much speaking to Joe Biden’s agenda,” Professor Wesley
told Sky News.

“You’ll remember in Joe Biden’s presidential campaign he made a number of really kind of keynote speeches around his foreign policy approach and he was calling very much on a coalition of democracies.

“He said that he would bring together a coalition of democracies early in his presidency, so it looks like the prime minister’s picked up on that language and is very much aligning himself with President Biden”.

Professor Wesley said it was very interesting to see the extension partners which had been invited to the G7 summit were all democracies and pointed out it was important to also have allies among non-democratic countries.

Prime Minister Scott Morrison has urged Liberal democracies around the world to reinforce a “global order” which favours freedom as the Indo-Pacific region faces heightened competition.

The prime minister’s comments come ahead of the G7+ summit, to be held in Cornwall.

“As we meet together in Cornwall, our patterns of cooperation within the Liberal rules-based order that have benefited us for so long, we know they are under renewed strain,” he said.

“And as leaders of some of the world 's largest Liberal democracies and advanced economies, we must tend to the gardening with renewed clarity, unity and purpose, our challenge is nothing less than to reinforce, renovate and buttress a world order that favours freedom.”

Mr Morrison said the COVID-19 pandemic “merely underlines” the urgent need to deepen and accelerate shared endeavours.

“Our interests are inextricably linked to an open, inclusive and resilient Indo-Pacific region, that is our interest,” he said.

“I want to be clear about what we are seeking to do, but I also want to be clear about what we are not seeking to do. This is not about drawing, as we gather in Cornwall, a closed circle around a particular club.

“It’s about ensuring we maintain an open, rules-based global system that supports peace, prosperity and aspirations for all, all sovereign nations.”

According to Prime Minister Morrison, we are faced with “heightened competition” in the Indo-Pacific region and the task is “to manage that competition”.

“Competition does not have to lead to conflict, nor does competition justify coercion,” he said.

“We need all nations to participate in the global system, in ways that foster development and cooperation.

“Australia stands ready to engage in dialogue with all countries, on shared challenges, including China, when they are ready to do so with us.”

Prime Minister Scott Morrison is “building a coalition” to take on China at the G7 with Japan already backing Australia, according to Perth USAsia Centre Research Director Jeffrey Wilson.

“For the last 12 months, Australia’s laboured in a bilateral trade dispute with China on our own and the size differential means a country like Australia is never going to prevail in that,” he told Sky News.

Mr Wilson said the fact Japan has already decided to support Australia against China shows the “agenda is gathering steam” and the strategy Mr Morrison is using is working.

“The strategy the prime minister is taking today at the G7 is actually one of building a coalition, getting other countries to come together as a force multiplier for what Australia’s trying to do.”

Prime Minister Scott Morrison has always said China’s bans on Australian goods should be adjudicated within the World Trade Organisation and will have the chance to make his case at the G7 summit, according to Mr Greenwood.

“He’s certainly assisted and aided in this by not only the United States … but also by Japan, again giving assistance to Australia and saying … there’s got to be pushback against China, against its taking over of islands and parts of the South China Sea,” he said.

“But also, when it comes to dealing with trade with Australia.

“Japan, by doing this, clearly again is showing itself to be a strong ally of Australia right now and this is key if Australia is to get itself back on track with China … in terms of trade”.

"I think that Scott Morrison will feel completely vindicated by what's occurred here both in the G7 communique and the statement out of the summit," Mr Clennell said.

"There's a belief that China, from these three countries, China has behaved badly and that you have to stand up to bullies, that's the belief, and that's the tactic they've gone for so I think Morrison will be quite happy with that."
