Mr Biden's comments come after he labelled Putin a "butcher" as Russian missiles launched in Lviv, just 60km from the Polish border where the President was speaking.

"For God's sake, this man cannot remain in power," Mr Biden said at the end of his speech at the Royal Castle in Warsaw.
