Yes, I had read about this and how he wanted to re-institute hanging, if not making execution public, honestly; this reminds me of dictators, whom love to do such as a way to frightening people to such an extent, said persons would dare not question the dictators action, etc..

I don't think so, but I'm not positive. The Supreme Court has ruled quite a few execution methods to be unconstitutional, but it can also change its mind. Governors have regularly suspended use of execution methods, so there is some say, but it isn't unlimited.
